Purpose

The Rural Entrepreneur Stream of the Alberta Advantage Immigration Program (AAIP) nominates qualified entrepreneurs who wish to start a new business or purchase an existing business in a participating rural Alberta community (defined as a community outside the Calgary and Edmonton Census Metropolitan Areas with a population under 100,000).

Eligibility Criteria

To qualify for the stream, candidates must satisfy the following minimum requirements:

• Community Support: Complete an exploratory visit (in-person or video conference), obtain an endorsed Business Proposal Summary, and receive an official Community Support Letter from a participating rural municipality.
• Work Experience: At least 3 years as an active business owner-manager or at least 4 years as a senior manager within the past 10 years.
• Education: Minimum Canadian high school equivalency, verified by an Educational Credential Assessment (ECA).
• Language Proficiency: Minimum Canadian Language Benchmark (CLB) or Niveaux de compétence linguistique canadiens (NCLC) 4 in English or French across all four skills (reading, writing, listening, speaking). Test results must be less than 2 years old (CELPIP General, IELTS General Training, PTE Core, TEF Canada, or TCF Canada).
• Net Worth: Minimum CAD $300,000 in unencumbered personal assets (including spouse/common-law partner).
• Investment Amount: Minimum CAD $100,000 in personal equity into the business.
• Business Ownership: Minimum 51% ownership for a new business (partners must be Canadian citizens or permanent residents) or 100% ownership for business succession.
• Job Creation: New businesses must create at least 1 full-time job for a Canadian citizen or permanent resident (non-relative) for at least 6 months. Job creation is not mandatory for business succession.
• Residency & Management: Reside in the rural Alberta community and actively manage the business on-site daily.

• Business succession projects.
• Applicant age between 21 and 49 years.
• Spouse/common-law partner with at least 1 year of full-time post-secondary education or CLB/NCLC 4 in English or French.
• Close relatives (parents, children, siblings) residing in Alberta or the target community.

Established Businesses in Alberta

Entrepreneurs already owning and operating a business in rural Alberta for at least 1 continuous year prior to EOI submission may apply directly. If approved, they bypass the Business Performance Agreement stage and receive an immediate nomination certificate.

Business Eligibility

Eligible Businesses

• Must operate for active earned income from the commercial sale of goods or services.
• Must have a continuous physical commercial location in the rural community.
• Must comply with federal, provincial, municipal, and trade-certification licensing laws.
• Franchises are permitted with master franchisor approval.

Ineligible Businesses

• Passive investments or immigration-linked investment schemes.
• Payday loan, cheque-cashing, or used-goods businesses.
• Property rental, real estate development/brokerage, insurance, or business brokerage.
• Coin-operated businesses (such as car washes or laundromats).
• Project-based or seasonal operations.
• Home-based businesses, bed-and-breakfasts, and lodging houses.
• Succession businesses previously owned by relatives, or owned by former AAIP entrepreneurs within the past 4 years, or that changed ownership within the last 3 years.
• Pornography or sexually explicit services.

1. Exploratory Visit & Community Endorsement

Candidates contact the target community to arrange an exploratory visit (in person or via video conference). After the visit, the candidate submits a Business Proposal Summary to the community to secure an official Community Support Letter.

2. Expression of Interest (EOI)

• Submit an EOI via the AAIP Online Portal.
• Pay the non-refundable CAD $200 fee within 24 hours of submission.
• EOIs enter the candidate pool and remain valid for up to 12 months.

3. Business Application Package

Selected high-scoring candidates receive an invitation to apply and must submit a complete application within 90 days, including:

• Non-refundable CAD $3,500 processing fee (payable within 24 hours).
• Business Plan Evaluation Report (from KPMG or MNP).
• Qualified Service Provider Report assessing net worth and investment (from Grant Thornton, KPMG, or MNP).
• Exploratory Visit Report and required AAIP forms.

4. Work Permit & Business Operation

• Approved candidates sign a Business Performance Agreement within 14 days.
• AAIP issues a Business Application Approval Letter and a 205(a) Letter of Support.
• The candidate registers in IRCC’s Employer Portal (exempt from LMIA fee, but must pay employer compliance fee) and applies to IRCC for a 2-year work permit within 3 months.
• Candidate must arrive in Alberta within 12 months, submit an Arrival Report within 30 days of work permit issuance, and submit Business Progress Reports every 6 months.

5. Nomination & Permanent Residence

• After operating the business in Alberta for at least 12 months and satisfying agreement terms, submit a Final Report for Nomination.
• Once approved, AAIP issues a Provincial Nomination Certificate valid for 6 months.
• Nominees apply to IRCC for permanent residency before the nomination expires. Nominees may maintain work status via a Bridging Open Work Permit (BOWP) or an AAIP 205(a) extension letter.

Ineligibility & Critical Warnings

• Single Application Rule: Candidates may have only one active AAIP application at any time.
• Status Limitations: Refugee claimants, individuals with active removal orders, and foreign nationals living in Canada without valid temporary resident status are ineligible.
• Reconsideration Rules: Must be submitted within 30 calendar days of refusal based strictly on administrative error; no new evidence may be submitted.
• No Guarantee: Approval of an EOI, Business Application, work permit support letter, or provincial nomination does not guarantee approval of a federal permanent resident visa by IRCC.
