Purpose

The Dependant’s Pass lets eligible work-pass holders bring specified family members to Singapore.

Eligibility

For family members of Employment Pass (EP) or S Pass holders, the main pass holder must:

• Hold an EP or S Pass.
• Earn at least $6,000 fixed monthly salary. This is based on the holder’s salary, not combined household income.
• Be sponsored by an established Singapore-registered company, usually their employer.

Eligible family members are:

• A legally married spouse.
• Unmarried children under 21, including legally adopted children.

Family members of EP holders applying as overseas intra-corporate transferees under WTO GATS or an applicable FTA are not eligible, unless specifically covered by an applicable FTA and meeting prevailing criteria.

Requirements for dependants of Overseas Networks & Expertise Pass and EntrePass holders are addressed separately by MOM.

Stay and renewal

The pass is valid for the main work pass duration or requested duration, whichever is shorter. It can be renewed.

Processing

• EP and S Pass dependants: within 3 weeks for most cases.
• EP (Sponsorship), PEP and EntrePass dependants: within 6 weeks for most cases.
• Some cases take longer, especially where MOM requests further information.

Documents

Submit:

• Candidate’s passport personal-particulars page.
• Parent’s passport personal-particulars page if a child shares that passport.
• Marriage certificate for a spouse.
• Official birth certificate naming parents for a child.
• Adoption order or relevant documents for an adopted child.

For non-English documents, upload the original and English translation together as one file.

MOM may request additional documents.

Vaccination verification for children

A foreign-born child needs a Verification of Vaccination Requirements document issued by the Communicable Diseases Agency if the child:

• Is aged 12 or below; and
• Is applying for a new DP, including where a DP expired or was cancelled more than 30 days earlier.

This document is not required for existing DP, Long-Term Visit Pass or Student’s Pass holders.

How to apply

Submit a separate application for each family member. Applications may be submitted with the main work-pass application or later.

For EP and S Pass dependants, the employer or EA must ensure the organisation’s turnover information for the past three years is updated before applying.

For EP (Sponsorship) applications, submit the completed signed DP application form and supporting documents through MOM’s online form.

Approval and arrival

If approved, MOM issues an in-principle approval (IPA) letter. The IPA includes a pre-approved single-entry visa for entry to Singapore.

Bring the dependant to Singapore only after approval. The dependant does not need to be in Singapore when the application is submitted.

The IPA validity for entry and pass issuance is:

The dependant must meet the latest Singapore travel requirements before arrival.

Warning: MOM cannot extend a visit pass that expires before the DP is issued, except where an extension is specifically available for medical-results delays.

Pass issuance

The dependant must be in Singapore when the pass is issued.

Provide:

• Passport details.
• Singapore contact details.
• Current Short-Term Visit Pass or immigration-pass details.
• Singapore residential address.
• Card delivery address.
• Details of up to three authorised card recipients.

MOM may also require PDF copies of:

• Passport page showing Singapore arrival date.
• Completed medical examination or medical declaration form.
• Declaration form attached to the IPA letter.

After issuance, MOM emails a notification letter to the dependant and applicant. It:

• Allows travel in and out of Singapore while awaiting the card.
• States whether fingerprint and photo registration is required.
• Is valid for one month from issue.

If medical results are pending, request a Short-Term Visit Pass extension 7 to 14 days before expiry and upload a doctor’s memo stating the results collection date. Late requests may incur overstaying fines.

Registration, digital pass and card

Bring the original passport, appointment letter, notification letter, and a mobile phone with a local number, Singpass and SGWorkPass apps.

After Singpass registration, the dependant can access their digital DP through the SGWorkPass app.

MOM normally delivers the card within 5 working days after registration or document verification. If delivery fails twice, collect it from the relevant MOM service centre after 3 working days.

Work and volunteering

A DP holder who wants to work for an organisation must obtain an appropriate work pass:

• Employment Pass or S Pass: Must meet prevailing qualifying criteria. The DP must be cancelled before the EP or S Pass is issued. The holder then has independent work and stay privileges.
• DP-Work Permit: Available regardless of nationality and without a minimum qualifying salary. Its validity is tied to the DP. It is subject to applicable Work Permit quota and levy.
• Own business: Apply for a Letter of Consent.
• Volunteering: No work pass is needed if unpaid and for a charitable purpose.

A DP itself has no foreign-worker levy or quota.

Ongoing obligations

Notify MOM if the dependant’s personal information changes.

Apply for a replacement card if it is lost, stolen or damaged.

Cancel the DP when it is no longer required.

Newborns born in Singapore

For an eligible EP or S Pass holder’s baby born in Singapore:

1. Register the birth with ICA within 14 calendar days.
2. Obtain the baby’s passport.
3. Apply for the DP within 6 weeks of birth.

ICA grants a Special Pass for 42 days from birth. The baby must obtain an appropriate immigration pass within that period. Delay beyond 42 days is an offence under the Immigration Act.

If the passport is not ready, submit proof of passport application with the DP application. The passport must be ready before the DP can be issued.
