Purpose
EntrePass is for foreign serial entrepreneurs, high-calibre innovators and experienced investors who wish to start and operate a Singapore business that is venture-backed or owns innovative technologies.
The candidate may apply directly.
Eligibility
You must meet both requirements:
Have started, or intend to start, a private limited company that:
- Is registered with the Accounting and Corporate Regulatory Authority (ACRA).
- Is venture-backed or owns innovative technologies.
- Is at least 30% owned by the EntrePass holder.
Meet at least one innovative-business criterion below.
If the registered company is more than 12 months old on the application date, MOM will assess the application under the renewal criteria.
Innovative-business criteria
You must meet at least one of the following:
- Fundraising: Raised at least SGD 100,000 in a single funding round for a past or current business.
- Incubator or accelerator support: The business is or will be supported by a government-recognised or internationally renowned incubator or accelerator.
- Founded and sold a technology business: Founded and sold, under your management, a venture-backed or innovative-technology business.
- Intellectual property: The registered or proposed business holds IP registered with an approved national IP institution. The IP must provide a significant competitive advantage that cannot be easily replicated.
- Singapore research collaboration: The business has a relevant ongoing research collaboration with a Singapore Institute of Higher Learning or Research Institution.
A research collaboration must involve you, relate to the business, and be verified by an institutional contact person. Contracts for services are not research collaborations.
Ineligible businesses
The following businesses are not eligible:
- Coffee shops, hawker centres and food courts
- Bars, nightclubs and karaoke lounges
- Foot reflexology and massage parlours
- Acupuncture, traditional Chinese medicine and herbal dispensing businesses
- Employment agencies
- Geomancy businesses
Stay and Renewal
- New pass: Up to 1 year.
- First renewal: Up to 1 year.
- Subsequent renewals: Up to 2 years.
- The pass is renewable if renewal criteria are met.

Most applications are processed within 6 weeks. Some cases may take longer, particularly if MOM requests further information or documents.
You may check application status after 2 weeks.
Documents
Submit the following with the online application:
- Passport personal-particulars page.
- Business plan in English, no more than 10 pages, covering:
- Product or service.
- Market analysis.
- Operations plan.
- Management-team profile.
- Supporting evidence, such as licensing agreements, product certificates or patent endorsements.
- Documents showing the type and activities of prior business ventures.
- CV and past employment testimonials, if any.
- Latest company business profile or Bizfile information, if applicable.
- Latest financial statement, if the company has been registered with ACRA for more than 12 months.
- Other supporting documents relevant to the application.
For documents not in English, upload the original document and English translation together as one file.

MOM may request additional documents during assessment.
How to Apply
- Prepare the required documents.
- Submit an online EntrePass application.
- Pay the SGD 105 application fee by Visa, Mastercard or Amex.
- Wait for the outcome sent to the notification email in the application.
If approved, you will receive an in-principle approval (IPA) letter.
Entry and Pass Issuance
The IPA letter is a pre-approved single-entry visa. It gives you 6 months to enter Singapore and have the pass issued.
Before travel:
- Print the IPA letter.
- Comply with current Singapore travel requirements.
After arrival:
- Present the IPA letter to immigration.
- Complete a medical examination if required by the IPA letter.
You must be in Singapore to have the pass issued. Issuance is immediate once the required information, documents and fees are provided.
For issuance, provide:
- Passport details.
- Singapore contact details.
- Current Short-Term Visit Pass or immigration-pass details.
- Singapore residential address meeting housing requirements.
- Singapore residential or office delivery address.
- Details of up to three authorised card recipients.
You may also need to provide:
- Passport page showing arrival date in Singapore.
- Completed medical declaration form.
Work and Travel Rights
The pass allows the holder to start and operate the approved business in Singapore.
After issuance, the notification letter:
- Allows the holder to start work.
- Allows travel in and out of Singapore while awaiting the pass card.
- Is valid for 1 month.
- States whether fingerprint and photo registration are required.
A Multiple Journey Visa may be issued where applicable, for SGD 30.
Card and Digital Work Pass
If required, register fingerprints and a photo at the Employment Pass Services Centre within 2 weeks after pass issuance.
Bring:
- Original passport.
- Appointment letter.
- Notification letter.
- Mobile phone with a local number.
- Singpass and SGWorkPass apps.
After Singpass registration, use the SGWorkPass app to view the digital work pass, employment information and expiry date.
The physical pass card is delivered within 5 working days after registration or document verification.
Family Provisions
You may apply for family passes after the EntrePass is approved.
Spouse and children
You may apply if you meet at least one of these requirements:
- Annual Total Business Spending of SGD 100,000 and 1 Local Workforce.
- Founded and sold 2 or more venture-backed or innovative-technology companies.
- Raised more than SGD 2 million for a past or current business.
- Hold 2 or more deep-tech IPs that provide significant competitive advantage.

Parents
You may apply for a Long-Term Visit Pass for parents if the business has:
- Annual Total Business Spending of SGD 200,000; and
- 2 Local Workforce.
Obligations and Conditions
- Notify MOM of changes to employment or personal information.
- Renew the pass before it expires.
- Cancel the pass if it is no longer required.
- Apply for a replacement card if it is lost, stolen or damaged.
- Enterprise Singapore may contact pass holders for engagement and audit purposes.
Important Warnings
- EntrePass approval does not guarantee approval of business registration or business licences.
- You must obtain separate ACRA approval to register the business.
- You must separately apply for all required business licences.
- A Short-Term Visit Pass cannot be extended if it expires before the EntrePass application is approved.
- You may submit family-pass applications with the EntrePass application, but family-pass fees are lost if the EntrePass application is rejected.
