Who Cannot Apply

Do not apply if you:

  • Are currently enrolled in post-secondary education in Canada.
  • Have an active immigration application in process in any Canadian province or territory, including New Brunswick.

Eligibility Criteria

You must satisfy all minimum criteria when submitting both your Expression of Interest (EOI) and your formal application:

  • Age: At least 19 years of age.
  • Intent to Reside: Must demonstrate the intention and ability to live and work in New Brunswick permanently through residential ties, community connections, local networks, or employment history.
  • French Language Skills:
    • Minimum score of NCLC 5 in all four abilities: Reading, Writing, Listening, and Speaking.
    • Accepted tests: TEF Canada or TCF Canada.
    • Test results must be less than 2 years old at the time of application to ImmigrationNB. Scores from two separate tests cannot be combined if the most recent score falls below the required level.
  • Education:
    • Minimum Canadian high school diploma or foreign equivalent.
    • Canadian credentials require a certificate/diploma/degree and an official transcript from a designated institution.
    • Foreign credentials require an Educational Credential Assessment (ECA) for immigration purposes from a designated body issued within the last 5 years.
  • Remote Work & Residence in New Brunswick:
    • Must have resided in New Brunswick for at least 12 continuous months while working remotely for a Canadian employer located outside of Quebec.
    • Must provide at least 3 supporting proof-of-residence documents covering the 12-month period (e.g., lease/rental agreement, NB driver’s licence, NB vehicle registration, home/auto insurance, mortgage statement, current property tax bill, 2 utility bills, pay stubs with address, or child tax benefit statements).
  • Work Experience:
    • Must match the lead statement and most main duties of the chosen National Occupational Classification (NOC) code.
    • At least 1 year (1,560 hours) of paid full-time or part-time work within the last 10 years in Canada or abroad.
    • Must provide employer reference letters on company letterhead detailing position duties, hours, salary, and supervisor contact.
    • Regulated occupations in Canada require valid licensing or certification.
    • Self-employed experience must be validated through independent third parties and cannot be in the retail food or accommodation sectors.
    • Exemption: Qualifying work experience is waived if you completed an eligible post-secondary study program of at least 1 year at a designated learning institution in New Brunswick.

Application Steps

  1. Submit an Expression of Interest (EOI):
    • Create an account and submit an EOI through the INB portal at no cost.
    • Enter valid language test scores and work authorization details.
    • EOIs can be updated or withdrawn at any time without penalty.
  2. Receive an Invitation to Apply (ITA):
    • If invited, you have 20 calendar days to submit a complete application and pay the non-refundable $250 provincial fee in the INB portal.
    • You may maintain only one active application with ImmigrationNB at a time.
  3. Provincial Assessment:
    • An officer verifies completeness and evaluates your evidence. Additional documents, an interview, or a phone call may be requested.
    • If concerns arise, you will receive a Procedural Fairness Letter (PFL) with a response deadline.
  4. Nomination Decision:
    • If approved, a Provincial Nomination Certificate is issued via the INB portal. It is valid for 6 months.
    • If refused, a refusal letter is issued in the portal.
  5. Federal Permanent Residence Application:
    • Apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence before your provincial nomination certificate expires.
    • You and your family members must satisfy all federal statutory requirements (medical, criminal, and security checks).
  6. Report Landing:
    • Within 30 days of receiving your signed Confirmation of Permanent Residence (COPR), log in to the INB portal and click Report PR Landing to complete provincial reporting obligations.
