Purpose
The Farm Investor Pathway (FIP) is a niche rural economic initiative under the Business Investor Stream of the Manitoba Provincial Nominee Program (MPNP). It operates as a direct nomination economic immigration model for individuals who will invest in, own, and actively manage a primary agricultural production business in rural Manitoba.
Eligibility Criteria
To qualify for nomination under the FIP, candidates must:
- Net Worth: Have a minimum verifiable personal net worth of CAD $500,000 legally obtained.
- Farm Experience: Have at least 3 years of full-time farm ownership and operational management experience (or qualifying senior farm management experience) within the past 5 years.
- Investment: Invest at least CAD $300,000 in tangible farm assets in rural Manitoba. If investing in an existing business, control at least 33.33% of equity or invest at least CAD $1,000,000.
- Farm Research Visit: Conduct a mandatory in-person research visit to Manitoba for at least 5 business days (excluding travel days) within 1 year prior to submitting interest forms.
- Adaptability & Skills: Demonstrate practical farming skills, technical knowledge, and technological practices comparable to Manitoba’s primary farm production industry.
- Language Capability: Be able to conduct an interview with an MPNP officer in English or French.
- Residency: Intend and commit to live on the farm in rural Manitoba on an ongoing basis with dependent family members.
Ineligible Applicants
Applications will not be accepted from individuals who:
- Have an unresolved refugee claim in Canada;
- Are in Canada illegally, prohibited from entering, or under a removal order;
- Have a pending application with another Provincial Nominee Program;
- Had an MPNP/FIP application refused within the last 12 months;
- Had an MPNP/FIP application refused for misrepresentation within the last 24 months;
- Have medical inadmissibility, criminal records (for applicants or dependants over 18), or unresolved child custody/support disputes.
Investment Conditions & Requirements
- Eligible Assets: Tangible assets include farmland, farm buildings, farm vehicles, machinery, livestock, tools, fencing supplies, and office equipment.
- Ineligible Investments: Personal residences located off-farm, personal motor vehicles, passive investments, hobby farms, land purchased solely for speculative value appreciation, or farms leased to third parties.
- Active Management: The nominee must physically live on the farm and manage day-to-day operations; hiring a third party or manager to run the farm is not permitted.
- Good-Faith Deposit: Approved nominees must sign a Deposit Agreement and wire a CAD $75,000 deposit to the Manitoba Development Corporation. The deposit is held without interest and refunded once the business is established and verified in accordance with the agreement within 2 years of landing.
Family Provisions
The principal applicant can include eligible family members in the nomination and permanent residency application:
- Spouse: By legal marriage or common-law partnership of at least 1 year. Spouses are eligible to work in Manitoba.
- Dependent Children:
- Under 22 years of age and not married or in a common-law relationship; or
- 22 years of age or older who have depended on parental financial support since before age 22 due to a physical or mental condition.
- Non-Eligible Family Members: Fiancé(e)s, parents, and siblings cannot be included on the MPNP application.
- Declaration Obligation: All dependants must be declared prior to nomination. Any changes in family status must be reported to the MPNP and IRCC immediately.
Required Documentation & Evidence
- Net Worth Substantiation: Form Schedule 4A narrative, bank statements, term deposits, property titles, business financials, and tax returns proving legal source of funds. A designated third-party net worth verification report may be required.
- Farm Experience: Tax filings, business licenses, production records, and financial statements proving farm ownership and operational control.
- Research Visit Report: Detailed report covering the entire trip, airline tickets, boarding passes, hotel receipts, and stakeholder business cards (do not include brochures or tourist booklets).
- Summary of Farm Business Plan: Comprehensive proposal detailing business structure, industry segment, market analysis, resource requirements, management role, and financial projections.
- Certified Translations: Non-English and non-French documents must include certified translations and a sworn Translator Affidavit.
- Document Certification: Photocopies certified by an authorized Notary Public (certifications by family members or immigration representatives are not accepted).
