Purpose

The Skilled Worker Overseas (SWO) pathway of the Manitoba Provincial Nominee Program (MPNP) is an economic immigration pathway designed to nominate qualified, employable, and adaptable skilled workers who have a genuine intention and ability to economically establish and settle in Manitoba as permanent residents.

Eligibility Criteria

To be eligible under the Skilled Worker Overseas pathway, you must satisfy two primary conditions:

1. Demonstrate an established Connection to Manitoba.
2. Score a minimum of 60 points on the five assessment factors.

Note: If you do not have an eligible connection to Manitoba, you cannot apply under SWO regardless of your points score.

1. Connection to Manitoba

You must qualify under one of the following three connection streams:

A. Manitoba Support

You must be supported by an established resident of Manitoba who is a Canadian citizen or permanent resident, has lived in Manitoba continuously for at least one year, and endorses your Settlement Plan.

• Close Relatives: Can support more than one applicant at a time if ability is demonstrated. Eligible relations (of applicant or spouse):
  • Mother or father
  • Grandmother or grandfather
  • Sister or brother
  • Aunt or uncle
  • Niece or nephew
  • First cousin
• Friends and Distant Relatives: Their household must not be currently supporting another MPNP applicant, provincial nominee, or applicant under another Canadian immigration program.
• Ineligible Supporters:
  • Children cannot support parents under MPNP (use federal Family Class).
  • Spouses of Canadian citizens/PRs are ineligible (use federal Spousal Sponsorship).
  • Paid immigration representatives.
  • Anyone who is not a proven friend or relative.
  • Canadian elected officials and their staff.

B. Manitoba Experience

Past residence in Manitoba as a:

• Temporary Foreign Worker: Worked full-time for a Manitoba employer for at least six consecutive months.
• International Student: Completed an authorized post-secondary or registered private vocational program in Manitoba (language studies do not qualify).

C. Manitoba Invitation

Received an Invitation to Apply directly from the MPNP under a Strategic Recruitment Initiative (such as overseas recruitment missions or pre-approved exploratory visits).

Exploratory Visits and Recruitment Initiatives

Participation in exploratory visits and recruitment missions is at MPNP's discretion. Typical participation criteria include:

• Age 21 to 45.
• No stronger connection to another Canadian province.
• Completed at least a 1-year post-secondary program.
• At least two years of full-time work experience in the past five years.
• Approved language test scores of at least CLB 5 in each category and overall (valid within two years).
• Genuine settlement intention shown via a Settlement Plan.

Ineligibility

You cannot apply to the MPNP if you are:

• A refugee claimant or involved in federal appeals/removal processes.
• A live-in caregiver currently living in Canada.
• A temporary foreign worker working and living in another Canadian province.
• The spouse of a Canadian citizen or permanent resident.
• Refused by the MPNP within the last six months without addressing the reasons for refusal.
• An applicant with an active application under another Canadian federal or provincial immigration program (Note: An Express Entry profile is not considered an application).
• An applicant (or spouse) with an active application in any other MPNP stream or pathway.

• Manitoba Support: Manitoba Health Card, proof of Canadian citizenship/PR, Settlement Plan Part 2, proof of relationship.
• Manitoba Experience: Work permits, employer reference letters on company letterhead, study permits, transcripts, and completion certificates/diplomas/degrees.

Application Steps

1. Expression of Interest (EOI): Create an online EOI profile.
2. Letter of Advice to Apply (LAA): If invited, submit a full application via MPNP Online.
3. Assessment: An MPNP officer assesses the application and documentation.
4. Nomination: Successful candidates receive a Manitoba provincial nomination.
5. Permanent Residence Application: Submit a separate application for Canadian permanent residence for yourself and accompanying family members to Immigration, Refugees and Citizenship Canada (IRCC) within 180 days of nomination.
