Purpose

The Personalised Employment Pass (PEP) is for high-earning Employment Pass holders and overseas foreign professionals. It provides flexibility to work in any sector without reapplying when changing jobs.

Professional registration requirements still apply for regulated professions, including medicine, dentistry, pharmacy, architecture and law.

Eligibility

You may apply if you earn a fixed monthly salary of at least S$22,500.

For overseas foreign professionals, the last drawn salary must be within 6 months before applying.

To keep the PEP, you must:

  • Be continuously employed in Singapore.
  • Cancel the pass if unemployed for more than 6 months.
  • Earn at least S$270,000 fixed salary per calendar year, regardless of months employed.

If you applied before 1 September 2023, the annual fixed-salary requirement is S$144,000.

Ineligible applicants and activities

You are not eligible if you are:

  • An Employment Pass holder under the sponsorship scheme.
  • A freelancer or intending to work freelance.
  • A sole proprietor or partner.
  • A director who is also a shareholder in an ACRA-registered company.

You cannot:

  • Work in restricted occupations, including certain media and religion-related occupations.
  • Start a business or conduct entrepreneurial activity while holding a PEP.

Stay and renewal

The PEP is valid for up to 3 years and is issued only once. It cannot be renewed.

Before expiry, you must obtain an Employment Pass or S Pass to continue working. Your employer may apply without first cancelling the PEP.

Work rights and conditions

  • Work in any sector, subject to professional registration requirements.
  • Change jobs without applying for a new work pass.
  • Remain in Singapore for up to 6 continuous months without a job while seeking employment.
  • No foreign worker levy or quota applies.
  • You may be required to pay Singapore income tax.

Family provisions

After the main pass is issued, you may apply for:

Family passes are unavailable for children who are married or over 21. They may apply for their own work pass if they wish to work.

Family-pass applications typically take 6 weeks. Applying before PEP approval may result in lost family-pass application fees if the PEP is rejected.

Documents

All applicants must provide:

  • Passport personal-particulars page, including amendments.
  • Explanation letter and supporting evidence if names differ across documents.
  • Original non-English documents and English translations combined into one file.

If working in Singapore

Provide:

  • Three consecutive months of payslips.
  • Supporting employment documents, if applicable.
  • Latest three months of bank statements showing salary payments.
  • Most recent IRAS notice of assessment.
  • Employment contracts, employment history or education certificates, if applicable.

If working overseas or not working

Provide:

  • Six consecutive months of payslips.
  • Latest six months of bank statements showing salary payments.
  • Current or previous employment contract, as applicable.
  • Supporting employment documents, if applicable.
  • Most recent tax statement, if applicable.

MOM may request additional documents.

Most applications are processed within 6 weeks, though some take longer. You may check status after 2 weeks.

Application steps

  1. Prepare the required documents.
  2. Submit the online PEP application.
  3. Pay the S$105 application fee by Visa, Mastercard or Amex.
  4. Wait for the application outcome by the notification email provided.
  5. If approved, use the in-principle approval (IPA) letter to enter Singapore.
  6. Get the pass issued within 6 months of IPA approval.
  7. Register fingerprints and photo within 2 weeks, if required.
  8. Set up Singpass and the SGWorkPass app.
  9. Receive the physical pass card.

Entry and pass issuance

If approved, the IPA letter is a pre-approved single-entry visa. It allows you 6 months to enter Singapore and have the pass issued. It also states whether you need a medical examination after arrival.

You must be in Singapore for pass issuance. You may apply through EP eService if you have Singpass, or attend the Employment Pass Services Centre if you do not.

For issuance, provide:

  • Passport details.
  • Singapore contact details.
  • Current Short-Term Visit Pass or immigration-pass details.
  • Singapore residential address meeting housing requirements.
  • Delivery address for the pass card.
  • Details of up to three authorised card recipients.
  • Passport arrival-page copy and medical declaration form, if required.

The notification letter issued after pass issuance:

  • Allows work and travel while awaiting the card.
  • States whether fingerprint and photo registration is required.
  • Is valid for 1 month.

Card registration and delivery

If required, register fingerprints and photo at the Employment Pass Services Centre within 2 weeks after pass issuance. Bring:

  • Original passport.
  • Appointment letter.
  • Notification letter.
  • Mobile phone with local number.
  • Singpass and SGWorkPass apps.

The card is delivered within 5 working days after registration or document verification. After two unsuccessful delivery attempts, collect the card at the Employment Pass Services Centre from 3 working days after the second attempt.

Ongoing obligations

  • Notify MOM of annual income by 31 January of the following year.
  • Notify MOM of employment or personal-information changes.
  • Apply for a replacement card if lost, stolen or damaged.
  • Cancel the PEP if it is no longer required.
