Purpose and Overview

The International Skilled Worker: Occupation In-Demand sub-category allows skilled workers without a Saskatchewan job offer to be nominated for Canadian permanent residency. Candidates must have high-skilled experience in an eligible in-demand occupation and intend to live and work in Saskatchewan.

Eligibility Requirements

To qualify for this sub-category, candidates must:

  • Live outside Canada or provide proof of legal status in Canada (refugee claimants are not eligible).
  • Score a minimum of 60 points out of 110 on the SINP Point Assessment Grid (assessing education, work experience, language, age, and connections to Saskatchewan).
  • Achieve a minimum score of CLB 4 on an approved language test taken within the past two years.
  • Have completed at least one year of post-secondary education, training, or apprenticeship comparable to the Canadian system, earning a diploma, certificate, or degree related to the intended occupation. An Educational Credential Assessment (ECA) from an IRCC-designated organization is mandatory for education outside Canada.
  • Have at least 1 year of full-time paid work experience (minimum 30 hours/week) within the last 10 years in an in-demand, high-skilled occupation (TEER 0, 1, 2, or 3) related to their education, and not listed on the Excluded Occupation List.
  • Provide proof of professional status or licensure if the occupation is regulated in Saskatchewan.
  • Demonstrate sufficient settlement funds and provide a completed settlement plan.
  • Pay a non-refundable $500 application fee online via Visa or Mastercard upon formal application submission.

Ineligible Applicants

  • Refugee claimants in Canada claiming refugee status from the Government of Canada.
  • Failed refugee claimants, unless the claim was refused by the Immigration and Refugee Board (IRB), no appeal is pending, the applicant and family members have departed Canada, and they provide either a Certificate of Departure (IMM 0056B) or a valid Authorization to Return to Canada (ARC).
  • Individuals unable to prove genuine intent to live in Saskatchewan, those failing to provide requested documentation, or those found to have engaged in misrepresentation.

  • Common-law declarations and evidence of at least 1 year of cohabitation (joint leases, bank accounts, shared assets/bills).

3. Education and Work Credentials

  • Degree/diploma certificates and official transcripts; ECA report for foreign degrees.
  • Reference letters on company letterhead detailing job title, duties, dates, hours/week, employer contact, and company profile.
  • At least one official government-issued proof of employment for each position (pension/provident fund, social security, work visas/permits, government tax forms, or employment contracts).
  • For self-employed/business owners: business license, tax filings, proof of income, client reference letters, and incorporation documents (self-employment is only recognized for managerial NOCs unless licensed in Saskatchewan).

Document and Translation Standards

  • Clear scans of original documents must be submitted.
  • Non-English or French documents require: the original document copy, the certified English/French translation, and a translator affidavit.

Important Warnings and Conditions

  • Incomplete Applications: Applications submitted with missing or uncertified translated documents will be closed/rejected without a refund of the $500 application fee.
  • Misrepresentation: Providing false or altered information to gain points results in application refusal and a mandatory multi-year suspension from the SINP.
  • Representatives: Hiring a representative is optional. Representatives must be Canadian lawyers in good standing or consultants licensed by the Government of Saskatchewan.
