Purpose

The Agriculture Talent Pathway is a sub-category under the Saskatchewan Immigrant Nominee Program (SINP). It enables agricultural workers with an eligible full-time job offer to obtain a provincial nomination toward permanent residence in Saskatchewan.

Eligibility Criteria

To qualify, candidates must live outside Canada or maintain legal status within Canada, attest to their intent to work and reside in Saskatchewan, and meet the following standards:

1. Job Offer and Employer Position Assessment (EPA)

  • Must hold a permanent, full-time job offer in an eligible agricultural occupation matching Canadian wage and working condition standards.
  • The employer must register with the SINP and obtain an approved Employer Position Assessment (EPA).
  • Applicants must log in to their OASIS account within 10 days of notification (or prior to EPA expiry) to confirm submitted details and validate the position.

2. Work Experience

  • At least 1 year of full-time work experience in the intended occupation within the past 3 years; OR
  • 6 months (780 hours) of full-time (30+ hours/week) work experience in the job with the employer supporting the EPA.
  • Experience does not need to be consecutive.
  • All experience must be paid (including co-op terms).
  • Remote work experience is not eligible.
  • Experience gained on an open spousal work permit may be considered, but proof of joint Saskatchewan residency will be required.
  • Self-Employment: Only permitted if applying under a managerial NOC (unless the occupation requires certification from a Saskatchewan licensing body).

3. Language Proficiency

  • Minimum score of CLB 4 across all four skills (Listening, Reading, Writing, Speaking).
  • Test results must be less than two years old at application submission.

4. Education & Licensure

  • Completed secondary school (high school) diploma, post-secondary diploma, degree, or trade certificate.
  • Proof of professional licensing/registration or proof of application submission if working in a regulated occupation.

Ineligibility

The following individuals cannot apply:

  • Refugee claimants in Canada.
  • Refused refugee claimants, unless:
    • The claim/appeal is fully resolved;
    • The applicant and all accompanying family have left Canada; and
    • The applicant provides an IMM 0056B Certificate of Departure or an Authorization to Return to Canada (ARC).
  • Individuals unable to prove intent to live and work in Saskatchewan.
  • Applicants who commit misrepresentation or fail to submit required documentation.

Required Documentation

All non-English or non-French documents must be accompanied by certified translations and a Translator Affidavit. Translators cannot be family members, spouses, or application preparers.

  • Letter of Job Offer: On company letterhead, signed by the employer, specifying wages, duties, job title, benefits, and job location.
  • Language Test: Official CLB 4+ score report from an approved agency.
  • Education: Diplomas, degrees, certificates, and official transcripts.
  • Work Experience Evidence: Reference letters on company letterhead detailing job positions, dates, duties, and weekly hours, accompanied by at least one government-issued document (tax returns, pension/social security records, government-issued contracts, work permits).
  • Self-Employment Evidence (if applicable): Business licenses, tax returns, proof of income, client reference letters, and incorporation articles.
  • Status & Residency: Valid temporary work permit (open, closed, or CUAET) if working in Canada; proof of residency (Saskatchewan Health Card or SGI driver's licence) if claiming Saskatchewan work experience.
  • Civil Status & Identity: Birth certificates (listing parents) for applicant and dependents; marriage, divorce, separation, or death certificates; adoption papers.
  • Passports: Clear copies of identity and validity pages for the principal applicant, spouse, and accompanying dependents. Must remain valid through permanent residency processing.

Application Steps

  1. Secure Job Offer & EPA: Obtain an eligible job offer through Saskjobs.ca or an employer who registers for an SINP Employer Position Assessment.
  2. Validate Position: Log in to OASIS within 10 days of EPA conditional approval notification to validate details.
  3. Prepare Application: Gather, scan, and save all required federal/provincial forms and supporting documents as PDFs.
  4. Submit Online: Register an account and submit the application via the SINP Online Application Portal.
  5. Pay Fee: Pay the non-refundable $500 CAD fee online using Visa or Mastercard.

Important Warnings

  • Returned Applications: Applications submitted with missing documents or missing translations will be returned without a second review. A new application must be submitted.
  • No Nomination Guarantee: Federal nomination allocations are limited annually; meeting eligibility criteria does not guarantee a nomination.
  • Representatives: You are not required to hire a representative. If using one, they must be a Canadian lawyer in good standing or a Saskatchewan-licensed immigration consultant. Recruiters must also be provincially licensed.
