Purpose

The Health Talent Pathway under the Saskatchewan Immigrant Nominee Program (SINP) provides a route to Canadian permanent residency for high- and intermediate-skilled healthcare workers who have an eligible job offer and intend to live and work in Saskatchewan.

Eligibility Streams

1. Non-Express Entry Stream

• Legal Status: Reside outside Canada or hold legal status in Canada (refugee claimants are ineligible).
• Language: Minimum Canadian Language Benchmark (CLB) 5 in English or French.
• Work Experience:
  • Applying within Saskatchewan: Currently working in Saskatchewan with at least 6 months (780 hours) of full-time work experience for the supporting employer; OR at least 1 year of work experience in the occupation within the last 5 years.
  • Applying from elsewhere: At least 1 year of work experience in the occupation within the last 5 years.
• Education: Relevant post-secondary education (degree or diploma of at least two years). Non-related 2-year post-secondary programs are accepted only for NOCs 33101, 33102, 33103, 33109, and 44101. An Educational Credential Assessment (ECA) is required for credentials outside Canada.
• Licensing: Proof of Saskatchewan licensing or eligibility for licensure (if applicable).
• Job Offer: Full-time, permanent health-sector job offer with a conditionally approved Employer Position Assessment (EPA).

2. Express Entry Stream

• Profile: Valid IRCC Express Entry Profile Number and Job Seeker Validation Code.
• Language: Minimum CLB 7 in English or French.
• Work Experience: At least 1 year of high-skilled related work experience in the intended occupation within the past 5 years.
• Education: Relevant post-secondary degree or diploma (minimum 2 years) with an ECA for international credentials.
• Job Offer & Licensing: Valid permanent, full-time health-sector job offer with an approved EPA and proof of licensure eligibility (if applicable).

Eligible Occupations

Occupations across high- and intermediate-skilled health professions (including physicians, registered nurses, medical technologists, dental professionals, therapists, and healthcare assistants).

• Restrictions: NOC 44101 (Home support workers) is Non-Express Entry only and is ineligible if the worker resides in the client's home or place of work.

Ineligible Applicants

• Refugee claimants in Canada.
• Individuals whose refugee claims were refused, unless the claim is fully resolved, all family members have departed Canada, and they hold either a Certificate of Departure (IMM 0056B) or an Authorization to Return to Canada (ARC).
• Individuals who misrepresent information or fail to provide required proof of residency intent.

Rights and Conditions

• Residency Obligation: Nominees must reside and work in Saskatchewan. All nominees working on temporary work permits must reside in the province.
• Spousal Work Permits: Experience gained under spousal open work permits is accepted only under specific streams, including the Health Talent Pathway (proof of co-residence in Saskatchewan is required).
• Self-Employment Experience: Only eligible if in a managerial NOC or licensed by a Saskatchewan regulatory body; requires tax filings, business registration, and client reference letters.

• Education: Certificates, transcripts, and foreign ECA reports.
• Work Experience: Reference letters on company letterhead showing duties and hours, accompanied by at least one official government-issued record (tax records, pension records, social security/work permits).
• Identity & Status: Passports (valid throughout application), birth certificates, marriage/divorce/separation certificates, child custody papers.
• Residency Proof (if in SK): Saskatchewan Health Card, driver's licence, and valid temporary work permit.

Application Steps

1. Secure a Job Offer: Obtain a permanent, full-time job offer in an eligible health occupation in Saskatchewan.
2. Employer Position Assessment: Ensure the employer registers with SINP and submits an EPA.
3. Validate EPA: Log into the OASIS portal within 10 days of notification to confirm position details.
4. Create Online Application: Create an account on the SINP application portal.
5. Upload Documents: Upload all required application forms, translated civil documents, work history proofs, and credentials in PDF format.
6. Pay Application Fee: Submit the non-refundable $500 application fee online via Visa or Mastercard.
7. Submit: Finalize and submit the application for SINP assessment.

Important Warnings

• Incomplete Applications: Submissions missing required documents or lacking certified English/French translations will be returned without assessment and cannot be re-opened.
• Representatives: Immigration consultants must be licensed by the Government of Saskatchewan; lawyers must be members in good standing with a Canadian provincial law society.
• Nomination Quotas: Nomination allocations are capped annually by the federal government; meeting minimum criteria does not guarantee nomination.
