Purpose

The Innovation and Tech Talent Pathway allows the Saskatchewan Immigrant Nominee Program (SINP) to nominate high-skilled technology and innovation workers who have a permanent, full-time job offer in Saskatchewan and intend to reside in the province.

Eligibility Criteria

Candidates may apply through either the Non-Express Entry sub-category or the Express Entry sub-category.

General Requirements

To qualify, applicants must:

• Live outside Canada or hold legal status inside Canada (refugee claimants are not eligible).
• Have an offer for an eligible permanent, full-time innovation or technology sector job supported by a conditionally approved SINP Employer Position Assessment (EPA).
• Validate the approved position in the online OASIS account within 10 days of notification (or prior to EPA expiration).
• Attest to an intent to work and reside in Saskatchewan (all nominees on temporary work permits must reside in Saskatchewan).
• Possess post-secondary education related to the job offer (a Master’s or Bachelor’s degree; a three-year university/college degree; or a two-year post-secondary diploma).

Work Experience Requirements

• Inside Saskatchewan: Currently working in Saskatchewan with at least 6 months (780 hours) of full-time (30+ hours/week) paid experience in the job with the supporting employer, or at least 1 year of related high-skilled work experience in the occupation within the last 5 years. Remote work conducted outside Saskatchewan cannot be claimed as in-province experience.
• Outside Saskatchewan / Outside Canada: At least 1 year of paid, high-skilled related work experience in the intended occupation within the past 5 years.
• Self-Employment: Only eligible if applying under a managerial NOC (unless the occupation requires Saskatchewan licensing). Must provide business licenses, tax documents, proof of income, client reference letters, articles of incorporation, and third-party service/payment records.

Language Requirements

• Non-Express Entry (Working for supporting employer in SK): Must meet the language standards set by the employer.
• Non-Express Entry (Not currently working for supporting employer): Minimum Canadian Language Benchmark (CLB) 5 in English and/or French from a designated test agency (test must be less than 2 years old; native speakers from English/French-speaking countries where they hold citizenship or PR are exempt).
• Express Entry Candidates: Must have a valid Express Entry Profile Number, Job Seeker Code, and language test results meeting federal Express Entry requirements.

Professional Licensing Requirements (If Applicable)

• NOC 21112 (Agrologists): Proof of licensure or conditional/articling membership approval from the Saskatchewan Institute of Agrologists (SIA).
• NOC 21310, 21311, 21320, 21322, 21330, 21331, 21332: Approval letter as an Engineer-in-Training or confirmatory exam assignment from the Association of Professional Engineers and Geoscientists of Saskatchewan (APEGS).

Ineligibility

You cannot apply if you:

• Are a refugee claimant in Canada.
• Had a refugee claim refused by the IRB, unless the claim is fully resolved, all family members have departed Canada, and you provide either a Certificate of Departure (IMM 0056B) or a valid Authorization to Return to Canada (ARC).
• Failed to provide all required documents upon submission.
• Cannot prove intent to live and work in Saskatchewan.
• Committed intentional misrepresentation.

Costs and Processing

• Application Fee: $500 non-refundable fee paid online via Visa or Mastercard before final submission.

Family Provisions

Applicants may include an accompanying spouse or common-law partner and dependent children.

• Additional background and declaration forms are required for accompanying family members over 18.

Required Documents

All documents must be clear copies. Any foreign-language document requires the original, a certified English or French translation, and a translator affidavit. Translators cannot be family members, spouses, or representatives.

1. Job Offer Documents: Signed letter of offer on employer letterhead stating job title, duties, wage, benefits, and work location.
2. Work Experience Proof:
   • Reference letters from supervisors/HR on letterhead specifying job titles, duties, dates, and weekly hours.
   • At least one government-issued proof of employment (e.g., tax returns/ITR, pension/provident fund records, social security/medical insurance records, government contracts, or work permits/visas).
3. Education Credentials: Degrees, diplomas, certificates, and official transcripts. (Express Entry applicants must provide an Educational Credential Assessment).
4. Language Results: Test results under two years old from IELTS General, CELPIP, Pearson PTE Core, TEF Canada, or TCF Canada.
5. Status and Identity: Valid passports for all family members, birth certificates listing parents, marriage/divorce/death certificates, or common-law declarations (with 1 year of cohabitation evidence).
6. Saskatchewan Status Proof (if in province): Valid temporary work permit, Saskatchewan Health Card, or SGI driver’s licence/ID.

Application Steps

1. Secure Job Offer: Obtain a qualifying, permanent, full-time job offer in Saskatchewan.
2. Employer Registration: The employer registers with the SINP to get a conditionally approved Employer Position Assessment (EPA).
3. Validate Position: Log into your SINP OASIS account within 10 days of notification to confirm and validate the EPA details.
4. Prepare Documentation: Collect, translate, and scan all mandatory forms and identity, work, language, and education evidence into PDF format.
5. Submit Online & Pay Fee: Complete the online application in the SINP portal, pay the $500 CAD fee by credit card, and submit.
6. Federal PR Application: Upon provincial nomination, apply to IRCC for permanent residency (via Express Entry or standard PR streams).

Important Warnings

• Incomplete Applications: Applications submitted with missing documents or untranslated records will be returned without a second review. A new application must be submitted.
• Representatives: You are not required to hire an agent. If using a representative, they must be an authorized Canadian lawyer in good standing or a licensed Saskatchewan immigration consultant. Recruiters must also be licensed by the Government of Saskatchewan.
