Purpose

The International Skilled Worker: Employment Offer sub-category allows skilled foreign workers who have a job offer from an eligible Saskatchewan employer to apply for provincial nomination under the Saskatchewan Immigrant Nominee Program (SINP) to live and work permanently in Saskatchewan.

Eligibility Criteria

To qualify for this sub-category, candidates must:

• Live outside Canada or hold proof of legal status in Canada (refugee claimants are ineligible).
• Pay the non-refundable $500 application fee online via Visa or Mastercard.
• Score at least 60 points on the SINP point assessment grid (evaluated across education/training, work experience, language proficiency, age, and Saskatchewan labor market connections).
• Have at least 1 year (1,560 hours) of paid work experience in the intended occupation within the past 10 years.
• Achieve a minimum score of CLB 4 in English or French on an approved test (results must be under 2 years old). Native speakers from English/French-speaking countries are exempt from testing if they do not claim language points.
• Be eligible for Saskatchewan licensing if the occupation is regulated or a compulsory apprenticeship trade.
• Hold a permanent, full-time job offer in Saskatchewan in NOC TEER level 0, 1, 2, or 3.

Employer Position Assessment (EPA) Validation

Employers must register with the SINP and receive conditional approval for an Employer Position Assessment. Applicants must log in to their OASIS account within 10 days of notification (or before the approved EPA expires, whichever is sooner) to confirm and validate the position.

Ineligible Applicants

You cannot apply under this sub-category if:

• You are an active refugee claimant in Canada.
• You are a truck driver (must apply under the Existing Work Permit sub-category).
• You work in a healthcare occupation under NOC Broad Occupational Category 3 (must apply under the Health Talent Pathway or Students sub-category).
• You lost legal work status in Canada and hold a job offer from an employer in a capped sector.
• You fail to provide required documents, cannot prove intent to live in Saskatchewan, or engage in misrepresentation.
• Your work experience was performed remotely from outside Saskatchewan while claiming Saskatchewan experience.

Refused refugee claimants: May apply only if all appeals are fully resolved, all family members have left Canada, and proof is provided via a Certificate of Departure (IMM 0056B) or a valid Authorization to Return to Canada (ARC).

Temporary Work Permit Rules

• Valid open or closed work permits issued by IRCC are accepted, including Canada-Ukraine Authorization for Emergency Travel (CUAET).
• PGWP and SOWP Holders: Must have worked for at least 6 months in their intended occupation for the supporting employer offering the permanent job. PGWP and SOWP holders who have lost status must have completed this 6 months of work immediately preceding the SINP application.
