Purpose

Singapore Permanent Residence (PR) allows a foreigner to reside in Singapore on a permanent basis.

PRs aged 15 and above are issued a Singapore blue Identity Card (IC).

Eligibility

You may apply if you are:

• Spouse of a Singapore citizen or Singapore PR.
• Unmarried child below 21, born within a legal marriage to, or legally adopted by, a Singapore citizen or PR.
• Aged parent of a Singapore citizen aged at least 21.
• Employment Pass or S Pass holder.
• Student studying in Singapore who has passed at least one national examination—PSLE, GCE N, O or A Levels—or is in the Integrated Programme.
• Foreign investor in Singapore. Apply under the Global Investor Programme.

Application and Singpass

Apply through the ICA e-Service.

• Employment Pass and S Pass holders submit using their own Singpass.
• Students aged 15 and above submit using Singpass.
• Students below 15 submit through the non-Singpass option.
• Every person added as an applicant must review the form and provide declarations before submission.
• Applicants use Singpass or ICA-issued unique login credentials if ineligible for Singpass.
• Singpass account approval may take 2 to 5 working days. Start only after eligible applicants have registered.

When uploading documents:

• Provide certified true copies of original documents.
• Provide official English translations for non-English documents.
• The checklist states that original documents and official translations are required.
• Insufficient documentation may result in non-acceptance.
• ICA may request additional supporting documents.

Accepted translations include those provided by:

• The issuing country or place's embassy
• A notary public in Singapore or the issuing country or place
• A private translator, if embassy-attested or notarised by an eligible notary public

ICA does not endorse private translation companies or entities.

Processing

Applications are generally processed within 6 months if all required documents are submitted and in order. Some applications may take longer.

ICA will notify the outcome by email or post for applications submitted before 26 June 2024. You may also check status through MyICA or the ICA e-Service.

Completion of Formalities

Successful applicants receive an In-Principle Approval. Permanent residence status is granted after necessary conditions are fulfilled.

Travel

A PR must hold a valid Re-Entry Permit to travel out of Singapore and return as a PR.

National Service Obligations

All male applicants must access CMPB information on National Service before applying.

Unless exempted, male Singapore citizens and PRs must serve National Service under the Enlistment Act 1970.

Male applicants granted PR as foreign students or under their parents' sponsorship:

• Must register for NS at age 16½.
• May be enlisted for full-time NS from age 18.
• May complete education up to A Levels, a polytechnic diploma, or equivalent pre-tertiary qualification before serving.
• Cannot defer NS for university studies.
• May need to interrupt university studies to enlist.

After full-time NS, obligations continue as an Operationally Ready National Serviceman until age 50 for officers or 40 for other ranks.

Defaulting on NS obligations may result in a fine up to S$10,000, imprisonment up to three years, or both.

Renouncing or losing PR without serving or completing full-time NS may seriously adversely affect future applications to work, study, obtain long-term immigration facilities, renew Re-Entry Permits, apply for citizenship, or sponsor family members.
