Purpose

This immigration pathway allows a dependent parent or an adult dependent child of an Irish national or non-EU/EEA, non-Swiss citizen to join their family member in Ireland under the conditions of Stamp 0.

Eligibility & Sponsor Requirements

Applicant Requirements

• Must be resident outside Ireland at the time of application.
• Must apply for approval for Stamp 0 before entering the State. Applications made from inside the State or after entering as a visitor will not be accepted.

Sponsor Residence Requirements

Immediately preceding the date of application, the sponsor must have been legally resident in Ireland for:

• Category A (Irish national): No minimum period of residence.
• Category B (e.g., Critical Skills Employment Permit holder): Minimum 2 years.
• Category C (e.g., General Employment Permit holder): Minimum 5 years.

Financial Thresholds

• Sponsoring relatives must meet the financial thresholds set out in Table 2 of the Financial Thresholds Webpage in each of the previous three (3) years.
• Only the income of a single sponsor is considered; salaries cannot be combined with a spouse, partner, or other family members.
• The sponsor must prove they can support the applicant financially and otherwise.

Conditions & Restrictions

• Public Services: Stamp 0 does not permit access to public services, such as public health services or public hospitals.
• Private Medical Insurance: Applicants must obtain and maintain comprehensive private medical insurance with full private hospital cover, private room accommodation in private hospitals, and coverage of non-elective inpatient treatments in high-tech hospitals. Travel insurance is not accepted.
• Accommodation: The sponsor must provide detailed evidence of suitable accommodation appropriate to the applicant's needs.
• Accommodation Restrictions: Sponsoring relatives in all categories must not reside in:
  • Homeless accommodation
  • Other State-funded emergency accommodation
  • International Protection Accommodation Service (IPAS) accommodation
  • Social housing or local authority housing
  • Sponsoring relatives in receipt of social housing supports (such as the Housing Assistance Payment) may fail to meet policy requirements.

Application Steps

Step 1: Apply for Permission

Complete the TPER Application Form and post it with required documents to:

If successful, an approval letter will be issued. The approval letter is time-limited.

Step 2: Apply for an Entry Visa (Visa-Required Nationals Only)

• Visa-required nationals must apply for a D 'Join Family' Visa through their local visa office within three (3) months of the date on the approval letter.
• If not submitted within 3 months, a new Stamp 0 application is required.
• The approval letter must be included in the D-visa application.
• Non-visa required nationals do not need a visa but must present the approval letter at the border. Entry remains at the discretion of the immigration officer at the port of entry.

Step 3: Register Permission in Ireland

1. Book an appointment with the Registration Office via the Customer Service Portal.
2. Attend the appointment together with the sponsor, bringing all required documents and evidence of private medical insurance.
3. Provide fingerprints and register to receive an Irish Residence Permit (IRP).

Renewing Permission

• Stamp 0 permission is valid for one year.
• Complete the TPER Renewal Form.
• Upload the completed form and supporting documents via the Customer Service Portal following the Stamp 0 Renewal Guide.
• Once the renewal is approved, complete registration renewal via the Online Portal.
• Evidence of ongoing private medical insurance is mandatory for renewal.
