Purpose

The Training Employment Pass (TEP) allows eligible foreign students and foreign trainees to undergo training in Singapore.

It is valid for up to 3 months and cannot be renewed.

Eligibility

An employer may apply for:

Foreign students

The student must:

  • Have a Singapore training attachment that is part of their course of study; and
  • Be studying at an acceptable institution or earn a fixed monthly salary of at least $3,000.

Foreign trainees

A trainee from the employer's foreign office or subsidiary must earn a fixed monthly salary of at least $3,000.

Previous TEP holders

A candidate who has previously held a TEP is not eligible for another TEP for the same type of training.

MOM may reject an application where the employer has a high number or proportion of TEP applications or holders compared with similar companies in its industry.

Documents

Required when applying

Upload:

  • Candidate's passport personal-particulars page.
  • Detailed training programme, stating:
    • Training objective;
    • Type of training;
    • Location; and
    • Duration.

If the candidate's name differs across documents, include an explanation letter and supporting evidence, such as a deed poll.

For non-English documents, upload the original and English translation together as one file.

MOM may request additional documents, including:

  • Verification proof of educational qualifications; or
  • Proof of foreign-company ownership.

Verification proof is not mandatory, but employers must ensure qualifications are genuine and awarded by accredited institutions.

Required for pass issuance

Provide:

  • Candidate's passport details;
  • Singapore contact details;
  • Current Short-Term Visit Pass or immigration-pass details;
  • Singapore residential address meeting housing requirements;
  • Card delivery address; and
  • Details of up to three authorised card recipients.

You may need to upload:

  • Passport page showing the candidate's Singapore arrival date;
  • Completed medical examination or medical declaration form; and
  • Completed declaration form attached to the IPA letter.

The employer declaration must be signed by authorised HR personnel or an employee at least at managerial level.

How to Apply

  1. Obtain the candidate's written consent.
  2. Ensure the organisation's turnover information for the past three years is updated.
  3. Apply through the EP eService.
  4. Upload required documents.
  5. Pay the $105 application fee.
  6. Check the application status online after three weeks.

If MOM requests further information, submit it through EP eService or the online form specified in MOM's email.

Approval and Arrival

If approved:

  1. Print the in-principle approval (IPA) letter.
  2. Send the pass holder's IPA copy to the candidate.
  3. The IPA is a pre-approved single-entry visa.
  4. The candidate has six months to enter Singapore and have the pass issued.

Candidates should only travel to Singapore after approval and must meet the latest Singapore travel requirements.

Pass Issuance and Work Rights

The candidate must be in Singapore when the employer issues the pass through EP eService.

After issuance:

  • The employer and candidate receive a notification letter by email.
  • The candidate may start work.
  • The notification letter permits travel in and out of Singapore while awaiting the pass card.
  • The notification letter states whether fingerprint and photo registration is required.

The notification letter is valid for one month. Its validity may be extended if more time is needed for card-registration procedures.

Fingerprints, Photo and Digital Pass

If the notification letter requires registration, the candidate must register fingerprints and photo at the Employment Pass Services Centre within two weeks of pass issuance.

Bring:

  • Original passport;
  • Appointment letter;
  • Notification letter; and
  • Mobile phone with a local number, Singpass and SGWorkPass apps.

After registration, the candidate can access the digital work pass through the SGWorkPass app.

Pass Card Delivery

The pass card is delivered within five working days after registration or document verification.

The candidate or an authorised recipient may receive the card.

If two delivery attempts fail, collect the card from the Employment Pass Services Centre three working days after the second attempt. No appointment is needed.

Important Warnings

  • A TEP cannot be renewed.
  • Family passes are not available.
  • No foreign worker levy or quota is required.
  • MOM cannot extend a visit pass that expires before the TEP is issued.
  • Candidates do not need to be in Singapore when the application is submitted.
  • If medical results delay issuance, request a Short-Term Visit Pass extension 7 to 14 days before expiry and include a doctor's memo. Late requests may result in overstaying fines.
  • Cancel the pass if it is no longer required.
