Training Work Permit
A work permit for eligible foreign trainees or students to undertake practical training in Singapore for up to 6 months. Employers apply for the permit; it is not renewable and family passes are not available.

Purpose
The Training Work Permit (TWP) allows eligible foreign trainees or students to undertake practical training in Singapore for up to 6 months.
It is for:
- Semi-skilled or unskilled employees of related overseas companies.
- Foreign students studying at educational institutions in Singapore, where training is part of course requirements.
Eligibility and duration
All TWPs are valid for up to 6 months and cannot be renewed.
- Trainees from related overseas companies cannot receive another TWP until 6 months after their previous TWP expires or is cancelled.
- Foreign students may be granted a TWP once only.
- No minimum qualifying salary is required.
- Family passes are not available.
Employer costs, quota and levy
The employer pays:
- $35 when submitting each application.
- $35 when issuing each approved permit.
TWP holders count toward the employer’s sector foreign-worker quota. Levy rates are:

Employer obligations
Before the worker arrives, the employer must:
- Obtain a security bond for each non-Malaysian TWP holder.
- Ensure the insurer submits security-bond details to MOM.
- Ensure the bond takes effect on arrival.
- Provide medical insurance.
- Provide work injury compensation insurance, if applicable.
If the security bond is not effective on arrival, the worker may be refused entry and the employer must send them home immediately.
A medical examination is not required for TWP holders.
Required documents
Foreign students
Submit:
- Trainee’s passport copy.
- Student Pass copy.
- Local employer letter stating:
- Training purpose and duration.
- Training plan, department, attachment period and duties.
- Responsibility for repatriation if the trainee fails to obtain a Student Pass after training.
- School letter stating:
- Field of study.
- Course duration.
- Registration and expected graduation dates.
- That training is a course requirement.
- Required training period.
Trainees employed by overseas companies
Submit:
- Trainee’s passport copy.
- Local employer letter stating:
- Relationship between local and overseas companies.
- Training purpose and duration.
- Training plan, department, attachment period and duties.
- Responsibility for returning the trainee home after training.
- Evidence of the companies’ relationship, such as annual reports, tax invoices or contracts.
- Trainee’s overseas employment contract.
How to apply
- Employer applies online through the Work Permit eService.
- Pay the $35 application fee.
- Submit scanned required documents using the designated online form.
- Submit all required documents within 10 days of interim approval.
- Check the outcome online.
Interim approval generally takes 1 working day. Final processing is generally within 3 weeks after MOM receives complete documents; it may take longer if more information is needed.
If approved, print the:
- In-principle approval (IPA) letter.
- Work Permit application form.
Important: Check that all IPA particulars match the worker’s passport. Incorrect details may result in refusal of entry to Singapore.
Arrival and permit issuance
The worker must:
- Print the IPA letter.
- Meet current Singapore travel requirements.
- Show the IPA letter to immigration on arrival.
The employer must issue the permit while the worker is in Singapore:

To issue the permit, provide:
- Passport details.
- Singapore contact details.
- Singapore residential address meeting housing requirements.
- Card delivery address.
- Details of up to three authorised card recipients.
MOM may also require:
- Travel document.
- Immigration document, such as an Electronic Visit Pass or Special Pass.
- Signed Work Permit declaration form.
- Completed Security Bond form, if required.
Pay the $35 issuance fee. Issuance is immediate.
Work, travel and permit records
After issuance, MOM sends a notification letter by email. It is valid for 1 month and allows the worker to:
- Start work.
- Travel in and out of Singapore while waiting for the card.
The notification letter also states whether fingerprint and photo registration is required.
Workers can access their digital work pass and employment information through the SGWorkPass app after setting up Singpass.
Fingerprints, photo and card
If stated in the notification letter, the worker must register fingerprints and photo within 1 week of permit issuance at MOM Services Centre – Hall C.
Bring:
- Original passport.
- Appointment letter.
- Notification letter.
- Mobile phone with a local number.
- Singpass and SGWorkPass apps.
The physical Work Permit card is delivered within 5 working days after registration or document verification.
If delivery fails twice, collect the card from MOM Services Centre – Hall C 3 working days after the second attempt. No appointment is needed.
