Purpose
The Work Holiday Programme allows eligible foreign students and young graduates to work and holiday in Singapore.
Eligibility
You may apply if you:
- Are 18 to 25 years old when applying.
- Are an undergraduate or graduate of a recognised university in:
- Australia
- France
- Germany
- Hong Kong
- Japan
- Netherlands
- New Zealand
- Switzerland
- United Kingdom
- United States
- Attend or attended a university recognised by the relevant government.
Additional requirements:
- Undergraduates: Must have been a resident and full-time student for at least 3 months before applying.
- Graduates: Must have been a resident and full-time student of the university.
The programme has capacity for 2,000 pass holders at any time.
Stay and Work Rights
The pass is valid for 6 months and cannot be renewed.
You may work in Singapore during the pass validity. For medicine, dentistry, pharmacy, architecture or law, you must meet Singapore registration requirements to practise.
Family passes are not available.
Application Timing
- Apply no more than 3 months before your intended travel date.
- If you previously held a Work Holiday Pass, reapply only after 12 months from the day you last held it.
- Most applications are processed within 4 weeks.
- Approved applicants receive an in-principle approval (IPA) letter by email.
- Get the pass issued within 3 months of the IPA letter date.
- Request an IPA extension at least 2 weeks before expiry if needed.
Required Documents
Graduates
- Passport personal-particulars page.
- Degree certificate or transcripts.
Undergraduates
- Passport personal-particulars page.
- University letter showing matriculation, name, nationality/citizenship and date of birth.
- University student card.
- Student visa, if an international student.
The university letter must be dated no more than 3 months before application.
Documents not in English require the original and an official university-certified English translation. Files must be PDF or JPEG and no larger than 2MB each.
How to Apply
- Prepare the required documents.
- Submit an online application through the Work Holiday Pass eService.
- Wait for an IPA letter or rejection letter.
- Comply with Singapore’s latest travel requirements.
- Enter Singapore and get the pass issued.
Pass Issuance
You must be in Singapore to get the pass issued.
Apply through:
- EP eService, if you have Singpass; or
- The Employment Pass Services Centre (EPSC), if you do not have Singpass.
Provide:
- Passport details.
- Singapore contact details.
- Current Short-Term Visit Pass or immigration-pass details.
- Singapore residential address meeting housing requirements.
- Singapore delivery address for the card.
- Details of up to three authorised card recipients.
- Passport page showing Singapore arrival date.
- Completed declaration form attached to the IPA letter.
- Return ticket confirming departure by pass expiry.
Fees
Pay when the pass is issued:
- $175 for each pass.
- $30 for each Multiple Journey Visa, if applicable.
Notification Letter and Travel
After issuance, you receive a notification letter.
It:
- Allows you to start work.
- Allows travel in and out of Singapore.
- States whether fingerprint and photo registration is required.
- Is valid for 1 month from issue.
Request an extension if more time is needed for card-registration procedures.
Fingerprints, Photo and Digital Pass
If your notification letter requires registration:
- Register fingerprints and photo within 2 weeks after pass issuance.
- Make an EPSC appointment.
- Bring your original passport, appointment letter, notification letter and mobile phone.
- Have Singpass and SGWorkPass installed.
After Singpass registration, use SGWorkPass to view your digital work pass, status, expiry date and employment information.
Pass Card Delivery
The physical pass card is delivered within 5 working days after registration or document verification.
For delivery collection:
- Pass holder: Passport or digital work pass.
- Authorised recipient: NRIC, FIN or passport.
After two unsuccessful deliveries, collect the card from EPSC 3 working days after the second attempt. Bring the candidate’s original passport or digital work pass and notification letter.
Important Warnings
- The pass is not renewable.
- Family passes are not available.
- No foreign worker levy applies.
- Additional-document requests may extend processing beyond 4 weeks.
- You must leave Singapore by the end of the 6-month pass validity.
